[PROJ] Issue with inverted axis

Hi all,

Is there a way to identify if crs has an inverted axis? In most of the
cases axes are Lat,Lon or E,N but I stumbled on one with axis N,E -
EPSG:2193. In this case I need to invert coordinates before the
transformation and I am not sure how to identify this situation in general.
