[PROJ] Issue with inverted axis

Hi Mladen,

In which context do you want to do that? python? C++? CLI? What are you
doing later with that info (like calling cs2cs or anything else)?
If you just want to know for a few cases,
https://spatialreference.org/ref/epsg/2193/ is an easy reference. There is
axis information.
