I wouldn't say there is any historical reason. Case-in-point, in 1949
a (E,N) "New Zealand Map Grid" (EPSG:27200) was used up until 2000,
when it was replaced by a (N,E) "New Zealand Transverse Mercator"
(EPSG:2193) system used today. Perhaps LINZ folks on this list know
why they switched to a (N,E) order.
