[PROJ] PROJ 9.6.1RC1 & PROJ-data 1.22RC1

Probably not a big deal, but I saw an odd soname, and don't remember
seeing it in previous RCs, so mentioning it:

I get it that this will likely go away in release, but I had the
impression proj had the "build release as if real, and rename the
distfile" strategy vs the "build release with rc in the version"
strategy.

Other than that, all seemed good; I was able to delete 3 patches from
9.6.0 whose fixes were merged into 9.6.1.  'make check' passed on NetBSD
10 amd64.
