[PROJ] proj.db in a cross compilation

Hi

I am trying to compile PROJ in emscripten (inside an ubuntu docker image).
How do I produce proj.db?
Any recommended compile options or steps?

I thought there were some workflows cross-compiling (that was the reason to
have the "hash" of the sql code, to not run the check when cross
compiling), but I do not find any example in the github actions.
