I realize they say that.  I would like to know how they obtained
reference station coordinates in that frame.  I am skeptical, because I
know of no way to get carrier phase data from stations authoritatively
in that frame, and I doubt there are classical ties either.  I can
believe they have EPSG:6319 coordinates and some recent ITRF/IGS, from
participating in NOAA CORS, and that they transformed recent ITRF to
WGS84(G2296) by saying it's the same, perhaps accounting for reference
epoch and plate motion.
