No, we don't. @Ogi I believe the changes of 
https://github.com/OSGeo/PROJ/commit/d65d4203b316ba244b14471728fe629132b67591 
have broken the creation of tagged images of PROJ by always creating a 
manifest from -latest amd64 and arm64 images. And looking at 
https://github.com/OSGeo/PROJ/actions/runs/22577038258/job/65398859539 , 
it also seems that the amd64 and arm64 images for tags don't have the 
tag name in their name. We should have logic specific for tags

I just have Internet through mobile phone this week, so can't manually 
create & push an image at hand for now.
