[PROJ] PROJ 9.8.0

I've now fixed the issues in docker.yml, created a 9.8.0-1 tag with only 
that extra fix 
(https://github.com/OSGeo/PROJ/commit/23fc548f3751d47a675a59bd1ebf29431bbc7f81) 
on top of the 9.8.0 tag, and the Docker images are now available as 
ghcr.io/osgeo/proj:9.8.0 or docker.io/osgeo/proj:9.8.0
