[PROJ] Synthetic Coordinate System

Hello Ben

I confirm, ISO 19111 has not been designed for DGGS. I'm on the ISO 
19111 revision group, and DGGS is still not on the radar for the next 
version. A better match may be ISO 19112 (referencing by identifiers). I 
know that some participants of OGC Testbed have explored the use of ISO 
19112 for DGGS, but I don't know if there is an agreement about whether 
this is the way to go.
