Could you distribute 2 bundles?
1. Full proj grid data
2. No proj grid data and PROJ_NETWORK=on to fetch over http
Then you'd have an offline/online versions of QGIS.
Another option would be just an QGIS installer around the PROJ grid bundles that would install for qgis.
