[PROJ] PROJ 9.9.0RC1 and PROJ-data 1.25RC1

In preparation for a new round of PROJ and PROJ-data release I have uploaded release candidates for both packages.

The PROJ release includes both updates and bug fixes. See the release notes below.

The PROJ-data release comes with the following additions:

* Grids for Greenlandic vertical CRSs GLLAT(2025) and GLMSL(2025)
* Norwegian grid for converting ETRS89 ellipsoidal heights to NN2000:2025 heights

Please test the release candidates and report any issues you may find with them.
