I realize that EPSG perhaps publishes NEWS, but given the problems from
previous EPSG updates, it would be really nice if there were a summary
of "things that belong in NEWS" for this sort of update.  I don't really
mean entirely new CRSs, but things more like the previous ETRF changes
that had to be backed out.   Hard to do, and hard to guess what's going
to be trouble, I know.
