[Proj4j] Test data from GeoTools

GeoTools has a batch of test scripts that are used as unit tests for 
their CRS library.  These might provide some data which could be used to 
test Proj4J as well.

The big challenge will be mapping the GeoTools WKT to Proj4J proj 
specs.  Once that's done it should be possible to convert the tests to 
MetaCRS CSV format for use in Proj4J.
