Yes.

There is no cost if you set up a server (endpoint) for others to exercise for free.

in the case of OSGeo it will be $80 per year per product per standard

And you need to update the database, for example every time a new project implements a new standard.

The issue is that we need an organization to be "legally" responsible for the project that is claiming compliance. This organization is the one that we will give the trademark license to use to OGC Certified logo. The question to ask is: Is OSGeo only legally responsible for graduated projects?

Anyone can list an application in the OGC implementation database. We clean it periodically, for example to spot  fake organizations or products. This rarely happens.
