[Projects] project sponsorship

For projects that have not already done so remember to ask
treasurer at osgeo.org for a paypal URL for direct to project donations.

OSGeo is also setup for github sponsorship donations:
https://github.com/sponsors/OSGeo

I am going to experiment with setting up placeholder repositories at
https://github.com/OSGeo for projects like GeoServer that have their own
github / gitlab / sourceforge version control.
