[pycsw-devel] RFC-4: CSW 3.0 support

Hi all: I've posted RFC4 [1] for general review and comment.

There are some finishing touches to complete which will be done
in the next week or so.  The implementation represents a break in backwards
compatibility and is a major enhancement in the evolution of the project.

I will call for vote later this week, but wanted to get review/comment before
putting to a vote.
