[pygeoapi] PSC vote: apply for OSGeo project incubation

Hi all: looks like we have consensus with +1 from Just, Francesco, Jorge,
Angelos and myself.
I've since started the process/application to the OSGeo Incubation
Committee. The process
will be tracked in [1]. Given that pygeoapi was initiated with OSGeo
project status as a target,
we should have a nice head start on some of the requirements checklists.
