[pygeoapi] pygeoapi 0.11.0 released

The pygeoapi team announces the release of pygeoapi 0.11.0

This release adds significant new features, including enhancements
for internationalization (i18n), CQL support, OpenAPI validation,
a formal configuration schema and validation toolchain, a new
OAFeat SensorThings provider, as well as a number of bug fixes
and improvements.
