[pygeoapi] [PSC vote] committer rights for Ben Webb

pygeoapi PSC: I'd like to propose Ben Webb as a committer to pygeoapi.  He
has contributed valuable
enhancements [1] as part of his work with US Internet of Water.  Ben is
also implementing pygeoapi as part of the WMO
WIS2 in a box project [2] reference implementation.

I'll start with my +1.
