If you're looking for discovery of WPS instances and processes, your best bet is to harvest the WPS from a CSW.  pycsw can harvest WPS 1.0.0.  You can deploy PyWPS and pycsw with a common WSGI instance and just run a local harvest periodically.  Extremely lightweight.

If you're looking to manage PyWPS process identification type metadata in a database instead of setting this in your process definition in your Python file/module, then this is something best handled in PyWPS.  Perhaps we can define a lightweight process metadata model in PyWPS for this, and then have PyWPS configuration be able to set that process ident/metadata comes from a DB?

I think, the ideas you presented are very valuable, someone with
experience in parallel programming is needed!

I think, with GeoServer REST API (I recently made some experience with
it), connection to GeoServer should be implementable (so the user could
make choice, what to use for output data publishing)

For process searching, I'm not sure, whether it makes sense to put those
informations (title, abstract etc.) to database. CS-W servers are
usually able to harvest the informations from GetCapabilities document
(Tom Kralidis knows maybe more then me about it).
