[Pywps-dev] New Issues and Pull Request Templates

Hi all: as per https://github.com/geopython/pywps/issues/100 we now have
issue and pull request templates to help users/contributors with
bugs/enhancements
and contributions on the project.  So when a user opens a GitHub issue they
will be presented with a template to fill in as a means to help cover important
information as part of the workflow.

Comments/suggestions/updates welcome.
