It's important to support users and have change management.  Some (most?) of which are not agile enough to move to the latest version (especially a major / breaking update like PyWPS 3 to 4).

For example, in my org's use of PyWPS it will be a long time before PyWPS 4 is considered mature/stable for insfrastructure.
