I've add this information to the Manual_Translation page in the "Manual and
Manual Translation" section of the wiki. Please look at the end of section
6.3 Editing_and_Building

my English is not good and I think this need an review and editing.

Also I extend previous information with solution of second problem
I found. Cyrillic text is not displayed in Table Of Contents. To fix this
we need to modify qgis_style.sty and add "unicode" option to the
{hyperref} package declaration

\usepackage[unicode, bookmarks=true, pdftitle={QGIS User Guide},
pdfauthor={QGIS Project}, pdfsubject={QGIS User Guide}, breaklinks=true,
colorlinks=true, linkcolor=blue, urlcolor=red]{hyperref}

Hope this info will be useful for imporving manual.
