[Qgis-community-team] QGIS-1.6.0 Copiapo -GUI Translation

HI
   I am Sunil from India.i have an interest of translating QGIS in indian
language(Tamil).
I have some knowledge about c++ programming language, Can you please help me
to know what should i start studying first and if possible can you send me
procedure to follow to translate?,i saw the wiki website about GUI
translation but i could not create .ts files using the procedure.
 My computer platform is Windows XP and i have compiled QGIS from source
using mingw compiler. The procedure if you sent will help me so much to know
clearly about translation. Thanking you
