[Qgis-community-team] manual translation

Hi (and happy new year!)
I have a similar but more selfish request, could I get commit rights for
the translation and context repositories of the svn trunk ?
about github, is there a way to annotate a status to a file ? (being
worked on by XY, ongoing review by ZW, etc.)
