it would be excellent indeed to have a Turkish version for the QGIS
user guide! :)
We are actually in the process to migrate our master documentation (in
English) from the LaTEX to the reST format.
I would suggest you to wait for this process to end (should not take
too much time still), and then start translating in your language use
our new approach, described here:

It using tools like git, QtLinguist and Sphinx seems to be too
technical for you, we can help you to put you in the way, and use the
new QGIS Translation application:
