[Qgis-community-team] update manual build script

Hi,

I updated/adapted the scripts/build.sh so it creates html and pdfs every 6
hours on qgis.org. The current outputs are now here:

html:
http://documentation.qgis.org/html/en/user_manual/index.html

pdf:
http://documentation.qgis.org/pdf/QGIS-1.7-UserGuide-en.pdf

@Paolo: I switched again back to virtualenv. since this provides the latest
software versions.
