[Qgis-community-team] PyQGIS Cookbook migrated

Hi all,

I've just migrated PyQGIS Cookbook to new repository. Some initial
review is done: headers corrected acording guidelines, long lines are
wrapped. Now looking for possible other formatting issues. Feel free
to review and edit it too.

BTW, should we remove old repositories with cookbook and gentle
introduction now? Both documents now migrated.
