[Qgis-community-team] Processing help

Hi all,

I just commited changes that allow Processing to look for algorithm
help in QGIS website if this is not overrided on alogrithm level.

Processin takes in account current QGIS version and shows correct
help, e.g. for master this is documentation from "testing" and for release
this is documentation from current release branch (I assume that
documenation will be published in same time as release).
