Release number is still 2.2 because the docs had not been updated for
2.4 but we will probably release a new 2.6(!) version around the QGIS
2.6 release.

About the french build problem:

http://docs.qgis.org/2.2/fr/docs/ still shows 25 sept.

But the github translations are behind with the transifex translations.
Transifex holds the latest version, and the scripts build based on the
latest transifex version by pulling the latest version via the
tx-command line tool (see the make file).

So can only reproduce the problem if you take the latest version from
transifex, OR somebody pulls and puts in it Github...
I just pulled all translations from transifex and pushed them to github,
so now your build should fail :-)
