It's not quite that bad. There are 279 plugins for QGIS 3 that are marked
as stable. (If we also want to include experimental plugins, that would
make 341.)

You can copy the list from
https://plugins.qgis.org/plugins/plugins.xml?qgis=3.4 (left side of the
page). It contains a couple of duplicates, but shouldn't be too bad.
