[Qgis-community-team] Server Guide/Manual license

Dear community,

Our Server guide/manual does not have a license [1] and this can be
confusing to users. Based on our previous discussion regarding the
Python Cookbook license [2], I think it's a straightforward case to just
put the Server guide/manual under the GNU Free Documentation License as
well.

If you have any question or issue with this, please let us know the next
PSC meeting on Dec 7th 17:00 (CET).
