[Qgis-developer] QGIS Windows Snapshot - with georeferencer and toolbar placememt

Hi

I've uploaded a yet another new snapshot of QGIS for windows with
georeferencer plugin and issues with the uninstaller not removing all
files fixed. The installer also places the toolbars in a (hopefully)
sensible layout on machines where qgis is being installed for the
first time.

No changes have been made relating to grass issues etc yet. Anybody
who is able to test the georeferencer plugin and provide feedback will
have their comments greatfully received.
