[Qgis-developer] Problems with Windows DLLs

I've almost completed the windows build for the preview release, however
there is a recurring issue. The plugin DLLs are not linked properly and
aren't recognized as a valid qgis plugin. I had this happen once and
through an unknown combination of clean/configure/build I got back to
where they worked. Now they are broken again.

Any of you x-compiling wizards have a thought? I'm following the build
instructions on the wiki.
