[Qgis-developer] Save as shapefile menu item removal

It appears that the "Save as shapefile" menu option (File menu and  
legend context menu) was stubbed in but never implemented. We talked  
about having this a feature long ago. I propose to remove the menu  
items for 0.8, and move the ticket to 0.9 where we will implement it  
for all data stores.

Any objections?
