[Qgis-developer] problem finding Windows binaries on QGIS site

Hi

The 0.8rc2 will not go into the downloads section since we would
prefer visitors to the site to get the latest stable version (0.7.4).
If the link for the torrent is broken thats a different issue and I
will take a look and remove / fix /replace the link.
