[Qgis-developer] upgrading from 0.8.1 to 0.9

Hi,
AFAIK there are no new library dependencies, neither need to upgrade
any libraries - in case you won't mind not having support for python
bindings. Their inclusion is optional, if used you'll need SIP >= 4.5
and PyQt >= 4.1
