Hi Paolo,
it's briefly described on wiki (section Building with CMake):
http://wiki.qgis.org/qgiswiki/Splitting_Into_Libraries

you can use 'ccmake' program for tweaking the parameter or you can use
something like:
cmake -DVARIABLE1=value1 -DVARIABLE2=value2
to specify the parameters from command line.
