One more test: I could finally get Qgis to load a shapefile without  
GRASS present by completely removing the grass plugin/provider from  
the Qgis bundle, so it doesn't try to load it.

Somehow, the failure to load the GRASS plugin/provider because the  
GRASS libraries were not found is causing the OGR provider crash.
