[Qgis-developer] Wrong Distance and Area measure values

The distance and area measure function do not give correct measure
values. The values are totally different to the real values. The project
properties are defined correct. Under Settings/Project
Properties/Projection the check box Enable on the fly projection is
checked and an correct EPSG Code (21781) is selected. Underr /General
the Map Units are
