I don't think it does.   Actually I don't think it cares at all as it
only calls libraries, so I'd expect the same when you work with GRASS
directly.

Those are probably also not changing any access rights explictly, but
are just creating, deleting and removing files when editing.

In that case setting umask to 0007 might help, if you don't want
world-readable files (at least on *x).
