[Qgis-developer] Plugin Installer on Windows - To Fix before 0.11.0 release

I had the same problem on Ubuntu. QGIS 0.10 didn't see those plugins when 
there was also libraries of the 0.11 (also QGIS 1.0 didn't work properly due 
to these libraries). Now I have versions 0.10 and 1.0 installed and both 
works fine.

Maybe your problem is related to some old libraries, too?
