[Qgis-developer] Plugin Installer on Windows - To Fix before 0.11.0 release

Hi all,

I still have troubles with mapserver export and plugin installer!
they are not shown in the plugin manager list nor anywhere in qgis.
this is a critical problem before to release it!!

I compiled qgis using:
Qt OpenSource (4.4.0)
Python (2.5.2)
SIP (4.7.6)
PyQt (4.4.2)
CMake (2.6.0)

the plugins have been built and installed in:
./python/plugins/mapserver_export
./python/plugins/plugin_installer

I don't have any kind of error messages launching qgis. all works fine 
(except those plugins, obviously)
