[Qgis-developer] QgsApplication returning blank paths

Howdy devs,

All static path related calls to QgsApplication are coming back empty. 
The initial instantiation is ok, but after that something goes wrong. I 
noticed it when the icon on the raster properties window were not 
showing up, but icons are missing in a number of other areas as well 
(legend menu, theme list in the options panel etc).

I took a quick look around but nothing jumped out at me.
