Hi,
I only changed the plugin interface, not the WMS dialog/provider itself. Afaik, there have been some ui changes in the WMS dialog to remove qt3 compatibility classes.
Centralizing the proxy stuff in options, as suggested by Tim, is a good idea. I haven't started with this and I'm quite busy at the moment, so if someone feels like implementing this, it would be very welcome.

Hi Stephan
Perhaps this is a side effect of some recent changes Marco made to
support adding wms layers via the plugin interface. It was my
suggestion that we centralise the wms dettings to qgsoptions so that
they can be set once and be application global. I'll take a look on
the weekend at UI changes needed if Marco has already removed the
per-layer proxy stuff for wms.
