[Qgis-developer] to qgis ubuntu / debian package maintainers

Hi,

I've found out that ubuntu and debian packages are missing some
python-related dependencies:

- ubuntu package - should state that python-qt4 is needed (at least 4.1)
- debian package - already states that python-qt4 is needed, however
minimal version is 4.1, not 4.0

also, qgis package needs python-sip4 package which isn't included in
dependencies, however that probably isn't necessary since also
python-qt4 depends on python-sip4.
