Maybe I have an idea what's wrong, but not sure. Please try this:
- go to plugin's directory: ~/.qgis/python/plugins/postgis_manager
- edit ManagerWindow.py:
  - on lines 311 and 313 add "self" to empty parentheses, so that it looks like:
	self.table = QTableView(self)
			
	self.preview = qgis.gui.QgsMapCanvas(self)
