I think we can implement possibility for collaboration in the Contributed Repo. 
Every author would be able to give privileges to others for each of his plugins.

Even at the present state there is a technical possibility for collaboration, 
but we have to discuss whether it should be permitted or not... You can register 
an account for a team instead of a person. Of course someone would have to be 
personally responsible for such account...
