If the version of an officially included plugin (plugin_installer,
mapserver_export, ftools) in /home/user_name/.qgis/python/plugins is
more recent than the the version in /usr/local/share/qgis/python/plugins
which one does qgis load?
If the one in .qgis is preferentially loaded, then this eliminates the
issues associated with newer plugin versions being released faster than
newer version of QGIS...
Does that make sense?
