[Qgis-developer] grass modules and grass 6.4rc4

I see two approaches here:
- changing the makefile, so that differnet modules are used when
compiled with different grass versions
- blacklisting some modules, so that they are not loaded at runtime when
a specific grass version is present
To me the first approach seems mor efficient, but others are much more
authoritative than me.
